Having 40 years of extensive industry experience. Chong Seng has a distinguished career in leading enterprise resilience, environmental sustainability, workplace safety and health, process safety functions, and business continuity readiness across the Asia Pacific Region. He has successfully been involved in the startups of multimillion-dollar greenfield projects in semiconductor wafer fabrication and pharmaceutical manufacturing.

Currently assuming a role of Senior Professional Officer with Singapore Institute of Technology (SIT) and his experience spans both the applied research and applied learning.

Graduated in Master of Science in Environmental Management from National University of Singapore, BTech from University of Deakin University, Australia and BBA from Royal Melbourne Institute of Technology, Australia.

Deputy President (Industry & Community Group), Office of the DP (Industry & Community), Singapore Institute of Technology

Mr. Bernard Nee is Deputy President (Industry & Community), Singapore Institute of Technology (SIT). He assumed the role on 1 April 2023 after being appointed Vice President (Industry & Community) on 1 Jan 2022. The group is responsible for industry and future sensing, corporate communications, as well as collaborations with companies and agencies for applied learning and research. Bernard actively engages companies, trade associations, government agencies and various interest groups to advance SIT’s mission and vision.

He brings along deep experience garnered from previous leadership roles at the Economic Development Board (EDB), National Research Foundation (NRF) and the Energy Market Authority (EMA). As the Deputy Chief Executive of EMA (2012-2021), he managed over $200 million in energy R&D funding, and forged partnerships with PSA Singapore, Sembcorp Industries, Keppel Offshore & Marine, SP Group and Shell to nurture the energy ecosystem. His team launched the Energy Story (a national blueprint enabling Singapore’s energy transformation), introduced regulatory sandboxes, nurtured a competitive industry workforce and pushed Singapore’s solar and energy storage ambitions. His portfolio also included oversight of EMA’s corporate functions.

Prior to 2012, he was with EDB for 18 years, where he assumed senior management roles as Executive Director in charge of Natural Resources, Strategic and Corporate Planning, as well as the Chief Information Officer. He seeded a team to incubate high-growth clusters that could contribute $1 billion to Singapore’s GDP within 10 years. In 2005, he was seconded to the NRF as the pioneering Director to establish policies, processes, and systems to manage the $5 billion RIE2010 budget.

A recipient of the EDB scholarship, Bernard possesses a Masters in Management of Technology from the Massachusetts Institute of Technology, and graduated with an MSc and BSc (with University Honours) in Electrical Engineering from the University of Illinois at Urbana-Champaign.

Director of the Major Hazards Department (MHD) and the OSH Specialist Department , Ministry of Manpower

Jaime is a Chartered Engineer and Professional Process Safety Engineer with the Institution of Chemical Engineers. She is currently the Director of the Major Hazards Department (MHD) and the OSH Specialist Department in the Ministry of Manpower. She oversees the Safety Case regime for the oil & gas industry, and leads the implementation of national occupational hygiene, occupational medicine and engineering safety programmes.

Commander Marine Division / Director Fire Safety Department, SCDF

AC Ryan Ong joined the Singapore Civil Defence Force (SCDF) in 2005. He graduated from the National University of Singapore in 2004 with a First Class Honours Degree in Civil Engineering on a PSC Local Merit Scholarship. In 2015, he completed a Masters in Fire Safety Engineering from the University of Maryland under SCDF’s sponsorship. AC Ryan assumed the role of Commander Marine Division in December 2020. As the Commander, he oversees the operations and capability development of marine resources to safeguard Singapore’s waters. In April 2023, he also took on a concurrent appointment of Director for the Fire Safety Department. His responsibilities include overseeing the design, enforcement and regulations of fire safety in buildings, and also implementing technological developments to enhance fire safety management.

Site Director for Environment, Health, Safety & Security, STMicroelectronics

Freddie Tay is an accomplished manufacturing operations leader with extensive experience in the semiconductor industry.  He started his career as a Process Engineer in STMicroelectronics and has held key leadership roles in Manufacturing and Engineering, including positions at Numonyx, Micron Technology and ams-Osram in Singapore and Malaysia. He led the teams to startup 6” and 8” wafer fabs at ams-Osram Singapore when he was the Plant Manager.  He is currently serving as the Site Director for Environment, Health, Safety & Security at STMicroelectronics since mid-Oct 2025.  He brings extensive experience in Plant Operations, Lean Manufacturing, Engineering and Site Management. 

Freddie holds a Bachelor’s degree in Engineering from Nanyang Technological University Singapore.  He is known for his innovative and pragmatic approach, commitment to excellence, and ability to foster collaboration across diverse teams.

Associate Professor/ Director, Professional Officers, Food, Chemical and Biotechnology, Singapore Institute of Technology

Dr. Lim Kok Hwa is an Associate Professor and Director, Professional Officers Division (POD) at Singapore Institute of Technology. Over the past decade, he has taught a variety of courses, including Industrial Chemical Processes, and Industrial Chemical and Biological Plant Safety. He is also experienced in emergency/contingency planning, and is involved in many committees dealing with safety matters and safety reviews. He received a Bachelor of Science (First Class Honours) in Computational Science and Chemistry, and a Master of Science in Chemical Engineering from the National University of Singapore. He later obtained his doctoral degree from the Technische Universität München (TUM) in Germany.

Mr. Robert J. Weber is a Registered Professional Engineer and the President/CEO and Founder of PSRG.  He has more than 34 years of industrial experience. He has consulted to numerous Clients in the oil and gas, petrochemical/chemical, power and energy, food and pharma, and other industries domestically and internationally on a wide variety of process safety and risk management topics, including asset integrity management. He holds an M.S. in Mechanical Engineering from University of Illinois @ Urbana-Champaign and an MBA from Northwestern University Kellogg Graduate School of Management.

Terminal SHE Manager,  Vopak Terminals Singapore

Mr. Foo Yong' En (Ken) is a strategic, multi-certified Safety, Health, and Environment (SHE) Manager with over 15 years of industrial experience spanning high-hazard terminal operations and multinational manufacturing environments. Based in Singapore, Ken currently serves as the Terminal SHE Manager at Vopak Terminals Singapore. In this role, he supports safe terminal operations and drives safety digitisation and performance analytics.

A highly adept regulatory liaison, Ken acts as the primary focal point for major Singapore authorities—including SCDF, MHD, MPA, SPF, and NEA—to secure critical operating licenses. He also leads the Company Emergency Response Team (CERT) through complex emergency simulations and table-top exercises.

Ken holds a comprehensive suite of statutory safety credentials, serving as an appointed Workplace Safety & Health Officer (WSHO), Fire Safety Manager (FSM), and Port Facility Security Officer (PFSO).

Principal Specialist, Major Hazards Department, Ministry of Manpower

Liang Hong is a Professional Engineer (Chemical) with over 15 years of experience in chemical process safety, specialising in Quantitative Risk Assessment (QRA), Process Safety Management, and Safety Case development.

Trained as a chemical engineer, he currently serves as a Principal Specialist with the Major Hazards Department at the Ministry of Manpower, where he oversees the Safety Case regime for Major Hazard Installations in Singapore. In addition to his regulatory role, he holds an appointment as Adjunct Assistant Professor in the Department of Chemical and Biomolecular Engineering at the National University of Singapore.

Dariya Nurtazayeva is a Process Safety, Environmental and Occupational Safety professional with experience gained within Chemicals, Pharmaceuticals, Food, Utility, Warehousing, Petrochemical and Consulting. Dariya has spent majority of her career in the United Kingdom and now she is working in Asia Pacific region based in Singapore. Dariya has expertise in Control of Major Accident Hazards (COMAH) and Major Hazard Installation (MHI) regulations. She also has an extensive experience of managing and working with high hazard industries. Dariya is currently a Regional APAC SHE Manager in Croda and serves as IChemE Singapore Loss Prevention Board Member.

Dy. Division Director, (Process Engineering & Safety Division), Institute of Sustainability for Chemicals, Energy and Environment, A*STAR

Dr Salim has more than 30 years’ experience in safety both in the public and private sectors. He is currently leading the Process Safety group within ISCE2. His main research interests include hybrid Safety methodologies, combustible dust, battery safety, hydrogen and ammonia safety, and inherent safety for modular process technologies. He is also active in the development of several national safety standards in Singapore and is also a member of ISOTC 261/WG6 on additive manufacturing EHS. He is also an adjunct Associate Professor with Singapore Institute of Technology, a practicing Professional Engineer, a member of the Workplace Safety & Health Council’s Chemical Industry Committee, an Engineering Accreditation Board Evaluation Team member under Institution of Engineers Singapore, and an active reviewer for several Process Safety Journals.

Miss Cheryl Choo has over 30 years of experience across the Energy, Chemicals, and Manufacturing sectors, with a strong technical foundation in process engineering, operations, and asset-intensive environments. She spent a significant portion of her career in regional Asia Pacific at ExxonMobil, supporting large-scale refining, petrochemical, and downstream operations. Her work covered asset integrity, operational risk assessment, human factors engineering, management of change (MOC), and safety management systems, as well as the delivery of multi-site transformation initiatives across complex operating facilities.

Her experience spans operations support, incident and risk analysis, organisational change in technical environments, information management systems, and cross-functional integration between engineering, operations, safety, and business teams. She has led and supported programmes involving job redesign of technical roles, competency framework development, and structured upskilling of engineers and technicians to meet evolving regulatory, safety, and technology requirements.
